No, the billing is not recurring. You only purchase access for one year at a time. If you do not actively extend your access, you will not be charged.

The Evaluation or Personal plan is intended for non-production use. It is designed for evaluation and learning purposes. The Business plan, on the other hand, is intended for production use cases.

A developer is defined as someone who directly works with the Starlight Data Template. Simply put, if a developer has made a commit to a repository where the Starlight Data Template is used, that person counts as one developer.
